Northstar Courts

Northstar Courts is a 72-unit multifamily development in Hanford, CA. The three-story structure is intended to provide affordable units to both families and individuals. Responding to the area’s needs, Northstar Courts seeks to provide high-quality affordable housing for families in an amenities and opportunity-rich infill site.

UPholdings and Self-Help Enterprises are co-developers and owners. Local partners include Kings County and the Housing Authority of King County. The property features on-site laundry facilities, and indoor and outdoor amenity spaces including a playground, community room, and individual and group-based service spaces. Services for residents will be provided both on and off-site, and the site will have a live-in manager and on-site management offices.

The project is funded through 4% Low Income Housing Tax Credits, soft funding from the Department of Housing and Community Development through competitive No Place Like Home funds, City of Hanford PLHA funds, Kings County Whole Person Care pilot, King County Human Services Agency’s HHAP funds, private investment, and private financing.

Qualifications

Northstar Courts has 71 tenant units that are set aside as affordable units according to the California Tax Credit Allocation Committee (“CTCAC”) and the Low Income Housing Tax Credit (“LIHTC”) program. All eligible tenants are subject to income and rent limits that are restricted to 15, 30, or 60% of the Area Median Income (“AMI”). 22 of the 71 tenant units are dedicated to the No Place Like Home program by the California Dept. of Housing and Community Development.


Referred applicants that are eligible to rent a unit at one of the 22 units dedicated at Northstar Courts include economically insecure individuals, those suffering from physical or mental disabilities, and persons who are in need of mental health services and are experiencing homelessness, chronic homelessness, or at risk of chronic homelessness. Each funding source defines who is eligible to live at Northstar Courts.

No Place Like Home 24 CFR Section 578.3.
● An individual or family who lacks a fixed, regular, and adequate nighttime residence
● An individual or family who will imminently lose their primary nighttime residence
● Unaccompanied youth under 25 years of age, or families with children and youth who do not otherwise qualify as homeless
● Any individual who is:
○ fleeing, or attempting to flee, domestic violence; Has no other residence; or
○ Lacks the resources or support networks to obtain permanent housing
